Biosphärenreservate zwischen supranationalen Vorgaben und lokaler Umsetzung : Perspektiven nachhaltiger Entwicklung im Biosphärenreservat Pfälzerwald

Abstract

Der Aktionsplan von Lima formuliert die Zielsetzung, Biosphärenreservate noch stärker als Modellregionen nachhaltiger Entwicklung zu positionieren und dabei besonders zur Erfüllung der Sustainable Development Goals (SDGs) beizutragen. Doch in welchem Maße und auf welche Weise wird diesen Zielen im regionalen und lokalen Kontext nachgekommen? Der Beitrag zeichnet explorativ und exemplarisch anhand des Biosphärenreservates Pfälzerwald auf der Grundlage geführter Interviews und einer Online-Befragung mit kommunalen Amtsträger:innen innerhalb des Reservates nach, dass die supranationalen Vorgaben auf lokaler Ebene – wenn auch nicht durchgehend aktiv auf die SDGs bezogen – bereits in verschiedenen Bereichen aufgegriffen und bearbeitet werden. Chancen nachhaltiger Kommunalentwicklung liegen neben insbesondere ökologisch orientierten Vorhaben vor allem in einer verstärkten Regionalvermarktung und dem Ausbau eines schonenden Tourismus. Perspektivisch gilt es praxisbezogen, die Sensibilisierung der Kommunen und der Öffentlichkeit für die Aufgaben und Ziele des Biosphärenreservats weiter zu forcieren. Künftiger Forschungsbedarf liegt in der Analyse weiterer Biosphärenreservate, um Kon- und Divergenzen sowie gegenseitige Lernmöglichkeiten herauszuarbeiten.

The Lima Action Plan emphasizes the goal of positioning biosphere reserves even more prominently as model regions for sustainable development and, in particular, to contribute to achieving the Sustainable Development Goals (SDGs). We conducted interviews and an online survey among municipal decision-makers within the Palatine Forest biosphere reserve to find out, how and to what extent these goals can be met in the regional and local context. Using the example of the aforementioned biosphere reserve, this article exploratively demonstrates that these supranational requirements are already being considered and implemented at the local level – even if they are not always directly related to the SDGs. Opportunities for sustainable municipal development lie not only in ecologically oriented projects but also in the expansion of low-impact tourism and increased regional marketing. Future practically oriented efforts should be aimed at improving the public and municipal awareness of the tasks and objectives of the biosphere reserve. Further research is needed in analysing other biosphere reserves in order to determine convergences and divergences and to allow mutual learning to occur.
