,Ganz meine Natur‘ : Natura 2000 in Bayern zwischen anerkannter Naturorientierung und Herausforderungen der weiteren Implementierung

Abstract

Mit dem Auf- und Ausbau des Schutzgebietsnetzes ,Natura 2000‘ zielt die Europäische Union auf den Erhalt von Biodiversität durch die Etablierung eines großflächigen Biotopverbundnetzes ab. Auch wenn Natur und Naturschutz dabei durchaus (immer stärker) anerkannte gesellschaftliche Ziele darstellen, bleiben Konflikte innerhalb der Implementierung nicht aus. Ausgehend von einer Evaluation des ,LIFE living Natura 2000‘-Kommunikationsprojektes im Freistaat Bayern und der damit verbundenen Kampagne ,Ganz meine Natur‘ setzt der vorliegende Beitrag die Ergebnisse zweier quantitativer Haushaltsbefragungen und 50 geführter qualitativer Interviews mit Stakeholder:innen in den Jahren 2018 und 2021 in Beziehung. Die quantitativen Erhebungen illustrieren eine ausgeprägte allgemeine Wertschätzung von ,Natur‘, die allerdings mit ,gefühlten‘ Einschränkungen im eigenen Lebensumfeld kollidieren kann. Zielkonflikte in der Abwägung unterschiedlicher ökologischer, ökonomischer und gesellschaftlicher Belange werden erweiternd in den geführten Interviews eingängig sichtbar. Zur Bearbeitung wird eine weitergehende kohärente Natura 2000-Informationskampagne, verknüpft mit einem deutlich stärkeren (landes)politischen Commitment und zu vertiefenden Konfliktregelungsmaßnahmen als entscheidend angesehen.

With the establishment and expansion of the ‘Natura 2000’ network of protected areas, the European Union aims to preserve biodiversity by establishing a large-scale network of interlinked biotopes. Even though nature and nature conservation are (increasingly) recognized objectives, conflicts within the implementation are inevitable. Based on an evaluation of the ‘LIFE living Natura 2000’ communication project in Bavaria and its associated campaign ‘Ganz meine Natur’ (‘completely my nature’), this paper contrasts results of two quantitative household surveys and 50 qualitative interviews conducted with stakeholders in 2018 and 2021. The quantitative surveys illustrate a pronounced general appreciation of ‘nature’, which, may however collide with perceived restrictions. Conflicting objectives in the balancing of different ecological, economic and societal concerns become apparent throughout the interviews. In order to address these conflicts, a continued and coherent informational campaign, combined with a significantly stronger (regional) political commitment and more in-depth conflict management approaches, are seen as crucial.
